This chapter of the series renews with the induction of how a school is managed. It also traces how the election for the post of mayor is progressing while also focussing on Marlo's gang which is the only active group. The storyline includes four boys named Dukie, Namond, Michael, and Randy. They all study in a school, in which Prez works as a maths teacher. In spite being monitored and guided by experienced teachers Micheal and Namond becomes thugs and starts to work for Bodie. Meanwhile, Marlo has turned into a cold-blooded murderer to make up for the quality of his drugs and his bad business decisions.

With the help of Snoop and Chris Partlow he hides the bodies of his victims in lonely places, ensuring that the bodies are not found effortlessly. Marlo also strikes a deal with Bodie and they begun to work together. The police investigating the multiple murders and also the Crime Branch commences to suspect Marlo and they join hands to investigate him. McNulty and Beadie Russell are living together. McNulty is satisfied with his job. Daniels, who is now posted as the Major of the western district, offers to promote him but he refuses. Avon is thoroughly investigated so as to gain more insight into his other nefarious business and investments.

Lester Freamon and Kima Greggs are in charge of this. Current Mayor Clarence Royce orders Ervin Burrell, who is the commissioner, to stop Lester and Kima and transfer them to probe the multiple killings. Simultaneously, the elections approach and everyone begins to campaign. Initially, it seems that Royce would win but then his own trusted men betray him and Tommy Carcetti brings the people's attention to the increasing crime rate which leads to the downfall of Royce and confirms the win for Carcetti. Retired Colvin joins a group which works to identify budding criminals and reform them.

Dennis "Cutty" Wise is offered a job at a school to teach the truants a lesson. Bubbles finds a teenager, who is homeless and takes him under his wing and encourages him to attend school. The boy, however, doesn't attends school. Prez, who is trying to educate the boys, learns about Namond's activities and sends him off to Colvin's group. There, Namond grows fond of Colvin and begins to respect him. Randy is interrogated by police as he reveals the murder of a principal. Proposition Joe tries to end the enmity between Omar and Marlo but he fails as Omar tries to rob Marlo.

This enrages Marlo and he tries to trap Omar and kill him. But Omar escapes, unhurt. Omar comes to know about Marlo's plan and he robs both, Marlo as well as Joe. Meanwhile, Freamon finds all the bodies that Marlo concealed. McNulty convinces Bodie to testify against Marlo and he agrees. As a result, Marlo hires O-Dog, who shoots Bodie. Sherrod, too, dies. Bubbles is responsible for this and he surrenders to the police. Michael rises up the rank and starts to work as a killer for Marlo. The finale concluded with Randy's house being attacked by school bullies. He survives but his foster mother is hospitalized.
