This chapter tries to focus on the way media functions. After becoming mayor and gaining power, Mayor Carcetti reduces the budget allocated to the police force. Cedric Daniels gets hands on a substantial proof that could help him nail Senator Davis, who is a corrupt. McNulty is transferred to handle the homicide cases and he manipulates the evidence and thus tries to portray that the murders are the result of a serial killer and not Marlo. He did this, to divert the attention of the police force. The Baltimore Sun, a fictional newspaper, also faces financial crisis. As a result, they are unable to publish all the happenings in the city.

Commissioner Burrell tries to conceal the exact statistics of the crime rate and hence is fired. Omar retires from his gang and begins to live a quite life. But Marlo kills his mentor Butchie, which propels Omar to renounce his old ways. Stanfield learns from Joe how to make money and evade arrest and then kills him. Cheese Wagstaff, Joe's nephew, helps Stanfield and together they gain control of the Greeks. Omar, who is out to seek revenge, successfully robs Stanfield. He also tries to destroy him by killing his men and destroying his materials. However, Kenard, who works for Stanfield, manages to shoot him.

To become popularity, a reporter of Baltimore Sun named Scott Templeton, claims that he happened to be contacted by the serial killer of the homicide. Gus Haynes, who is the editor, is sceptical about Gus but his superiors tell him to keep quiet. Bubbles is now living with his sister and is trying to leave drugs. He becomes friends with Mike Fletcher, who works with The Sun newspaper, and he writes a column on Bubbles. Bunk realizes that McNulty had been lying about the serial killer and asks Lester Freamon to confront McNulty and convince him to tell the truth.

But instead of doing what he is told, he helps McNulty and feeds on his lies to investigate and trap Stanfield. Bunk, himself, starts to investigate and gets Partlow arrested for murdering the stepfather of Michael. Davis, out of fear, reveals that Maurice Levy has employed man from the courtroom for his service, and through him he is trying to purchase copies of confidential documents. This threatens to blow McNulty's plan. The season concludes with Tempton winning a Pulitzer, Freamon enjoying his retirement while McNulty is shown watching over the city.
