He was first elected to the Parliament in 1990 and was the Minister of Justice. Mishra represented the 'Balangir' constituency of the Indian National Congress party. He had contested elections against his opposition candidate 'Arkesh Narayan Singh Deo' of Biju Janata Dal. Narasingha Mishra comes from the small village of 'Chhatamakhna' near 'Balangiri' in Odisha.

Narasingha’s father Yudhisthir Mishra, was also a lawyer and a prominent member of the Constituent Assembly of India. Born in a political family, he entered politics at eighteen. He joined the 'Communist Party of India' and served as such until 1993. During this, he had many branches and party positions. He successfully led several agitations. Mishra worked very successfully as a lawyer. He had established himself as a prolific lawyer and had remained active in practice as a lawyer except for the period when he was a lawyer.

One of his achievements as a lawyer was the order of the Odisha High Court to the state government 'to procure raw materials directly from farmers.' Although he joined the state legislature only in the early 90s, he was long considered the center of power in Balangir. He is said to be a mentor to many donors and former public members in the area, which made him a powerful force regardless of whatever party he represented. One of his most important contributions as a minister was the Special Courts Bill, which Odisha tried to deal with corruption in high places.

After losing the 2000 elections, he contested against 'Luisinga' in 2004. He lost the parliamentary elections in 2009 from the 'Balangir' constituency. He is a part-time member of the Law Commission of India and works constantly for the betterment of society. He won the 2014 assembly election from Bolangiri constituency in the Balangiri constituency of Odisha against his immediate rival 'Ananga Udaya Singhdeo' of BJD.
