Rishi Kapoor, the son of legendary Raj Kapoor, decides to pursue politics and to gather support from people relocates to Hadbahedi, his birth town. Hadbahedi is a very absurd town, with people not using cell phones, trains are not stopping at its Railway station, electricity available for only 6 hours.
Chintu agrees with a local alcohol brand for giving his name for the brand in exchange of a plot nearby and once crore rupees. Which he decides to make a film with to gain popularity among the villagers, the villagers get fooled that it will make the village popular, help chintu in the filmmaking with all of their resources. After a long chaotic situation, they find out things getting stolen and women getting molested and villagers also get accused of harboring a terrorist.
Chintu ji is a movie with a fresh concept that could not be executed as the director thought. Ranjit Kapoor, the director of the film who was also the dialogue writer of the cult comedy Jaane Bhi Do Yaaro, succeeded in making the audience smile for some time but failed in making a good film.
Rishi kapoor was quite good with the character of Chintu Ji, although he had to play just an exaggerated version of himself along with his original nickname. Other than Rishi Kapoor, it was Saurabh Shukla who made the audience feel his presence.
