Fakir Chand Mehra, the man behind Eagle Films label, was born on August 29, 1923, in Peshawar, British India (now Pakistan). He ended up playing a vital part in establishing the vast brand of conventional Hindi movies as a producer commencing in the mid-1950s. He came from a Hindu Pathan family and started his professional service in the Royal Indian Air Force as a field crew member. His whole household, consisting of his parents and nine siblings, relocated from Peshawar when he was deployed to Bombay.

As a youth Fakir Chand was a simple individual. When he saw a British officer engaging in some questionable behaviour, he apparently believed it was his responsibility to alert the service's senior. However, things did not turn out as he was expecting and he soon found himself without a job. He went on to try his luck at various minor enterprises, such as the textile trade. The concept of film distribution came up during one of his commercial travels to Afghanistan. He was impressed by the thought of pursuing the movie industry in Afghanistan after witnessing the peoples' passion for Indian films there. F C Mehra started transporting film containers to Kabul in the late 1940s.

F C Mehra was renowned for his ability to detect potential. He was also notable for compensating film distributors who lost money on his films. Each of the six marketers to whom he would sell his pictures had a special friendship with him. If his movie bombed, he would make certain to reimburse the distributor. As a former Peshawar hockey player, he never engaged in addictive behaviours like drinking and smoking.
