Cochran had previously written for series including L.A. Law, Falcon Crest, and JAG. Robert Cochran and Joel Surnow first collaborated on the program Falcon Crest in 1981. Surnow worked as a writer, and Cochran as a story editor. Cochran and Surnow were the creators and producers of The Commish in 1991.
