He is the co-founder and CEO of RSE Ventures, a private investment company focusing on sports and entertainment, media and marketing, food and lifestyle, and technology. Higgins was raised in Queens' Bayside district of New York City. He is of Irish ancestry. Higgins decided to drop out of high school at age 16 to get his equivalency diploma and enrolled at Queens College, where he took night sessions and finished with a political science degree despite growing up in extreme poverty and caring for his elderly mother. He began his career as an award-winning investigative reporter for the Queens Tribune and, while working as the youngest press secretary in the annals of New York City, attended the Fordham University School of Law at night. 

Higgins is the CEO and the co-founder of RSE Ventures, which has invested in various businesses and technologies, including Thuzio, FanVision, and the Drone Racing League, the world's first professional drone racing circuit. Resy was a restaurant reservation service that RSE Ventures had helped develop and invested in but was later acquired by American Express in 2019. Higgins arranged for RSE Ventures to receive a minority share in Momofuku in 2016. He also placed RSE Ventures' investment in the national expansion of the D.C.-based fast-casual Pizza business and Milk Bar, which debuted in 2008. 2018 saw RSE buy the cyber security firm SkOUT Secure Intelligence and make a sizable minority investment in the Bluestone Lane coffee shop and café, which has an Australian aesthetic.

From 2012 until 2021, Higgins served as the Miami Dolphins' vice chairman and owner Stephen M. Ross' advisor. Before joining the Dolphins, Higgins spent eight years (2004–2012) working for the New York Jets, where he was the executive vice president of business operations and a trusted confidant of Jets owner Woody Johnson. Higgins had a vital role in constructing MetLife Stadium with the New York Giants, constructed a new training facility in Florham Park, and used social media platforms like Twitter, and Facebook, to provide fans better access to the team. He was also a guest investor at Shark Tank in 2018. Higgins was named one of the top 40 CEOs in New York under the age of 40 by Crain's New York in 2007. RSE Ventures was named one of the top 10 sports employers by Forbes in 2015, and he was also awarded the Elias Island Medal of Honour.
